I think a good age would be around 16 thats when I got my first tattoo I think at least by that age you know a little more about future plans with your body, 13 would be way to young at least for 1" plugs

I think skipping sizes might be a little worse than going to fast, I think a rip or blow out might happen first with jumping to bigger sizes

how longs a long time for you? If its a 2 to 3 weeks your ears should be fine if you keep them clean you shouldn't be scared to change your plugs

If its something you not sure you going to want to have in the future dont stretch your ear to far stay under a 0, im up to 25mm and ive had my ears this way for years and never felt like I wanna take them out and not have them anymore
